QCC supports regulators by providing the quality infrastructure and services designed to enable the development of conformity schemes and inspection programs. The portfolio of services for regulators will be deployed throughout 2011-2012.

Standards Enquiry
QCC provides an authoritative up-to-date source of information on UAE and Abu Dhabi standards used by regulators across Abu Dhabi Emirate. This service benefits regulators by providing access to standards expertise and a resource for identifying and mandating technical regulations in the Emirate.

Standards Development and Harmonization
QCC provides support for standards harmonization across Abu Dhabi and the UAE in coordination with the federal standards authority ESMA. QCC provides the standards development facility where Abu Dhabi industry and regulators require local standards in areas not facilitated federally.

Conformity Assessment Body (CAB) Search and Selection
QCC enables regulators through provision of expert resource for identifying and selecting conformity assessment bodies (CABs). QCC designates local and international CABs to fulfill the requirements of Abu Dhabi’s regulators and industry in areas where local capacity does not meet demand.

Measurement Standards and Calibration
QCC is the authority responsible for operating the Abu Dhabi Metrology Centre, positioned as the highest source of measurement in the region. The Abu Dhabi Metrology Centre will support industry and regulators through provision of metrology reference in mass, length, time, force, pressure and temperature. The Metrology Centre will be launched in 2012.

Accreditation and Capability Development
QCC is focused on developing conformity related capabilities in Abu Dhabi’s regulatory and industrial communities. QCC supports regulators through development of the Emirate’s Quality Infrastructure; raising the capabilities of regulators and local CABs through consultation and information services – the QCC is not an accrediting body and supports the accreditation authority ESMA/ENAS as required in Abu Dhabi.

Conformity Program Services and Market Engagement
QCC supports regulators in the development of conformity programs in Abu Dhabi Emirate facilitating development of shared conformity programs among multiple regulators and industry. QCC maintains brand equity in Abu Dhabi’s conformity marks and is committed to supporting regulators in creating awareness and market demand for voluntary conformity programs. This service will benefit regulators by facilitating cross-government committees required for development of conformity programs and by promoting product conformity schemes in the Abu Dhabi and international community.

Conformity Marks
QCC operates conformity mark issuance through Abu Dhabi’s quality infrastructure of testing laboratories and certification bodies; providing a service to issue certifications and marks for conforming products, systems and personnel - on behalf of regulators and industry.

Risk-based Product Control and Consumer Safety
QCC benefits regulators through control of goods that pose a health, safety and environmental risk to the Emirate and its people. QCC acts to undertake continuous monitoring of Abu Dhabi’s markets, community and environment in partnership with relevant authorities to identify risks and control products where safety is a concern. In coordination with ESMA, QCC acts to control dangerous goods through the Emirate’s mandatory safety scheme. QCC works with ESMA to identify and implement bans on products that cannot be rendered safe through technical regulation.

Safety Mark Services
QCC provides a service to regulators, manufacturers, importers, and retailers to issue Safety Marks in Abu Dhabi Emirate. QCC is the responsible authority in the Emirate for implementing the consumer safety program including designation of CABs for safety mark issuance. QCC undertakes market surveillance to ensure ongoing safety standards compliance and works with relevant authorities to enforce the consumer safety program.

Product Recall
QCC provides regulators and consumers with product recall administration services. This includes tracking and responding to local and international product recalls, broadcasting alerts for product recalls and conducting market surveillance to ensure product recalls are implemented effectively in Abu Dhabi Emirate.
