QCC supports retailers by enabling a fair and competitive environment with services designed to promote consumer confidence of products in the market place. The portfolio of services will be rolled out throughout the year 2011 - 2012.

Measurement Instrument Verification and Assurance
QCC provides verification of measuring instruments used in the marketplace to ensure a fair trading environment for consumers and retailers alike. The verification service includes sealing and labeling of measuring instruments to give confidence in the accuracy of measuring instruments including tariff meters and trade weighing machines. QCC conducts market inspections to ensure all measurement instruments used in trade have been verified against international standards.

Pre-packaged Product Assurance
QCC provides quantity control assurance for pre-packaged consumer products. This service includes conducting pre-market inspection of pre-packaged products at point of manufacture to verify stated quantities, conduct market surveillance of pre-packaged products at retailers and taking the appropriate action where necessary with violators.

Conformity Program Promotion
QCC develops product conformity programs in Abu Dhabi Emirate, such as appliance energy efficiency. QCC maintains brand equity in Abu Dhabi’s conformity marks and is committed to supporting retailers in creating awareness and market demand for voluntary conformity programs.

Risk-based Product Control and Consumer Safety
QCC controls goods that pose a health, safety and environmental risk to the Emirate and its people. QCC acts to undertake continuous monitoring of Abu Dhabi’s markets, community and environment in partnership with relevant authorities to identify risks and control products where safety is a concern. In coordination with ESMA, QCC acts to control dangerous goods through the Emirate’s mandatory safety scheme. QCC works with ESMA to identify and implement bans on products that cannot be rendered safe through technical regulation.

Safety Mark Services
QCC provides a service to regulators, manufacturers, importers, and retailers to issue Safety Marks in Abu Dhabi Emirate. QCC is the responsible authority in the Emirate for implementing the consumer safety program including designation of CABs for safety mark issuance. QCC undertakes market surveillance to ensure ongoing safety standards compliance and works with relevant authorities to enforce the consumer safety program.

Product Recall
QCC provides retailers with product recall administration services. This includes tracking and responding to local and international product recalls, broadcasting alerts for product recalls and conducting market surveillance to ensure product recalls are implemented effectively in Abu Dhabi Emirate.

Conformity Assessment Body (CAB) Search and Selection
QCC provides retailers with access to conformity assessment bodies (CABs) able to test and certify products against standards in particular for product safety assurance. QCC designates local and international CABs to fulfill the requirements of Abu Dhabi’s regulators and industry in areas where local capacity does not meet demand.

Instrument Maintenance Workshop Designation
QCC designates and routinely inspects maintenance workshops in Abu Dhabi that are capable of servicing trade measurement instruments for compliance with mandatory requirements of ESMA. QCC provides retailers with a directory of designated workshops to support regulatory compliance.
